Krista deBoer, Consultant

Krista S. deBoer is Senior Energy Regulatory Counsel for San Diego Gas & Electric, a subsidiary of Sempra Energy. She previously served as an environmental and climate partner at Morrison & Foerster LLP, where she represented clients in complex regulatory and litigation matters.

In parallel with her legal practice, Krista has taught negotiation, advanced negotiation, and difficult conversations to corporate, public, and nonprofit clients in the United States and internationally for more than 15 years, including through the Harvard Negotiation Institute. She has also taught negotiation to law students as a Lecturer on Law at University of Pennsylvania Carey Law School and as an Adjunct Professor at Georgetown University Law Center. Earlier in her academic career, she served as a Lecturer on Law at Boston College, where she taught environmental law.

Krista is a cum laude graduate of Harvard Law School, where she focused her coursework on negotiation, dispute resolution, and environmental law and policy. During law school, she served as a teaching assistant for Harvard Law School’s Negotiation Workshop and the Harvard Negotiation Institute. She was also the founding president of the Harvard Food Law Society, where she facilitated dialogue on food justice issues at the intersection of agriculture, labor, nutrition, food distribution, and environmental policy.

Before entering the legal profession, Krista spent a decade as a public educator and remains a credentialed teacher and administrator. As a high school English teacher and speech and debate coach, she was named San Dieguito Union High School District Teacher of the Year and recognized as one of San Diego County’s Top Ten Teachers. Her debate team consistently ranked among the top one percent nationally, and she twice received the National Forensics League Diamond Coach Award for excellence in coaching.

Krista earned her Bachelor of Arts with Honors in Speech Communication and English, magna cum laude, from the University of Washington, where she received undergraduate honors for her research on mass persuasion and crowd dynamics. She later earned a Master’s in Education from Antioch University Seattle, with a focus on interdisciplinary curriculum development. She is admitted to practice in California, Washington, and Oregon.
